The initiative targets several pervasive practices that have turned the modern marketplace into a minefield of hidden charges. Central to the proposal is the 'Right to an All-In Price,' aimed at ending the practice of inflating costs through surprise delivery or service fees. According to the group, these deceptive structures often lead consumers to spend 20% more than they would if the total cost were disclosed upfront.

Curbing Surveillance and Dynamic Pricing

A major focus of the reform is the total prohibition of 'surveillance pricing,' where companies analyze personal browsing history and data to calibrate prices based on an individual’s specific financial pain points. Groundwork Collaborative also calls for federal oversight of dynamic pricing algorithms. While historically used to manage supply shortages, these systems are now appearing in sectors like retail and fast food where no such scarcity exists. Lindsay Owens, CEO of the organization, argues that current market conditions force customers into an unfair battle against black-box algorithms, necessitating government intervention to restore basic fairness. The proposed framework includes rights to product repair, resale, and simplified cancellation, aiming to rebalance the power dynamic between corporate entities and American households.
