What began as a desperate struggle against desertification in 1997 has matured into a sophisticated engine for economic and social development. Over thirty years, the partnership between Fujian province and the Ningxia Hui Autonomous Region has evolved from basic poverty relief to a high-tech, industrialized cross-regional alliance.

Three Decades of Progress: The Fujian-Ningxia Cooperation Model

The transformation of Minning township stands as the most visible marker of this shift. Once a barren stretch of desert where settlers lived in caves and wrote on the ground with sticks, the area now supports 66,000 residents with an average annual income exceeding 20,000 yuan. This development was fueled by 7.68 billion yuan in assistance funds and the relocation of over 1.23 million people from the impoverished Xihaigu region.

Strategic industrial integration now defines the partnership. While early efforts focused on essential infrastructure like water cisterns and terraces, current initiatives prioritize green computing, advanced manufacturing, and ecological aquaculture. Notably, Fujian expertise has enabled Ningxia to become a major inland seafood producer, yielding over 2,000 tons of marine products annually. Today, nearly 400 companies operate within 12 joint industrial parks, generating 35 billion yuan in annual output. Beyond economics, the collaboration has institutionalized long-term support through thousands of professional placements in healthcare and education, creating a sustainable framework that has since exported its developmental expertise, such as Juncao mushroom cultivation technology, to over 100 countries.
