Noem Doubles Down on Terror Label After ICE Agent Kills Minneapolis Woman

Homeland Security Secretary Kristi Noem has classified the fatal shooting of Renee Nicole Good by a federal immigration agent as an act of domestic terrorism. The administration’s firm stance, delivered without public evidence, faces scrutiny from critics who link the incident to recent federal directives targeting political dissent.

Noem Doubles Down on Terror Label After ICE Agent Kills Minneapolis Woman

Independent journalist Ken Klippenstein contends the killing in Minneapolis carries the hallmarks of National Security Presidential Memorandum 7 (NSPM-7). Signed by President Donald Trump, the directive establishes a national strategy to disrupt networks suspected of fomenting political violence, with a focus on anti-fascist organizations. Following the memo, Attorney General Pam Bondi issued an order instructing federal prosecutors to aggressively target individuals who impede ICE operations, citing 18 U.S.C. § 111.

During a Thursday press conference, Noem defended the officer involved, identified as Jonathan Ross, asserting he followed training protocols after being blocked in by protesters. She maintained that the victim, Good, was engaged in an illegal act by refusing to exit her vehicle. Skeptics, however, point to the lack of an investigation and the administration's pattern of labeling opponents as terrorists as evidence of a shift toward domestic policing of political rivals. Observers warn that the broad application of such labels signifies a new, domestic phase of the government's security apparatus.
